This is just a motherhood statement on the status quo and should not be seen as negative.
Every development of significance in all states is subject to the the proviso. States are not going to allow resourses to be used in a manner which cannot be portrayed as being in the best interests. There can be disagreement on what is in the best interests but it is a consistent test.
LINC has always understood that it would have to pass the relevant enviornmental standards and seems confident it will do so.
