the 1.3% is as a percentage of "per 1000 of population".. which of course includes babies, teens and demented peoples in nursing homes.
for comparative purposes then the number of ICE vehicles per 1000 would be more meaningful.
a % of total vehicle sales would be the best metric and only including passenger type vehicles - eg battery operated gophers would be excluded
