for comparative purposes then the number of ICE vehicles per 1000 would be more meaningful.

a % of total vehicle sales would be the best metric and only including passenger type vehicles - eg battery operated gophers would be excluded

I take it 1.3% in China would be way above
USA at 4%.
I suppose the real question is the lack
of charging stations...????
