I was the one who asked about class 4. I can't see standards lowering but increasing, especially in the Beijing area. SUBRE's is the lowest cost solution currently. The environment (water, air, soil) is one measure of central govt's legitimacy. They cannot let up on standards. See relax1's Post #: 40656155. They need the second line.
