Nothing in there about a shortfall. This will be oversubscribed if anything.
As far a cap raises go, ive seen plenty of good ones over the years. They are not all doom n gloom. It just depends on what stage of a cycle a company is at and how the funds will be used. Hopefully we do what Z1P done early this year. They raised $42 mill in a placement on March 14th this year at $1.53 per share. When it resumed trading, that day, the low was $1.58. It then took off too hit $5.86 just recently. Chart below with placement at arrow. Dozens of others done similar over the years.
