It would seem from the announcements that about 43 million shares were purchased Long, and about 4 million were the subject of a lending agreement for Shorting.
This is not an unusual proportional split for an accumulator with a Long strategy.
On one hand, where they need to, they use the Shorting shares to keep the price suppressed, while on the other hand, they accumulate as many as they require at the suppressed price, hoping others will sell into the downtrend. It's a fairly transparent algorithm, and a common one. This appears to be happening with WAF, as far as I can tell.
