Lol youve actually completely lost the plot.
I was working at PLS in January (construction related) and the plant ops guys told me that the plant was a nightmare. Shit was very visibly overflowing etc too. Id say it was pretty common knowlege that the plant had issues.
Also lots of as-built data missing frim when RCR went belly-up.
