My guess is definitely Arrowsmith first -
1. The submission was in much earlier.
2. Their Native Title/First People discussions would be more advanced, whereas Muchea BFS noted 2020 for completion of that.
3. Black Cockatoos - apparently they prefer the pine plantation not far away so in practical terms it shouldn’t be an issue, but they are mentioned in the BFS, those @*% are a menace when it comes to time schedules & good luck. IMO
