    Considering the original ANN from ASX specifically mentioned SP volatility you would hope the onus would be on them to explain. However it doesn't seem to work like that from previous examples of reinstatements I have seen. The company usually issues an ANN first (after ASX announce reinstatement) and then reinstatement occurs. From what I can tell anyway. This is anecdotal info.
