A mine is a lot more than a mill. The Younami mine has all the needed infrastructure including an airstrip and accommodation for workers. It's true that upgrading it all will cost a lot but much less than building a new mine from scratch. The upgrade can also be completed far quicker so RXL could start making money sooner.
Re the SP, RXL is looking oversold on the graph.
