I think you are spot on, you can’t stating probably, potentially, maybe or the like.
Before a response they will need to obtain the facts that’s contributed to the cause and the confusingly US numbers. As a company and management team, they will not be wanting to go to P3 without knowing what happened in P2....1 it’s too risky and they know that, and 2 they will want the opportunity to build controls around the problem area to ensure it won’t happen again. Better now it happened than in P3!
