When you look at the side affects of current treatments/applications, safety profile is a biggy; Vince made point of this in the greenfund article. If safety is the only concern for the FDA , then phase 3 should be a certainty.
In the eureka article, Vince mentioned funds will be raised for the phase 3 trial.
