Why pipe water down from the top end Alan.
Surely it would be better if the population shifted to where the water is.
That would also take some pressure off the already overcrowded and inadequate infrastructure of the southern cities.
Build new infrastructure in the north...perhaps a new city or two...now there is a vision.
