Hi max,
Yes the evaporation will no doubt be continuing but the solids remaining after the evaporaton require treatment with large quantities of acid and other chemicals to remove the impurities. A road blockade would prevent supply of this acid etc (by trucks) and eventually cause production to stop IMO.
