This is a really interesting graphic from ARU's quarterly. Does anybody know which companies operate the oxide to metal conversion plants in Vietnam and (yep I had to look the flag up) Thailand? I recall ALK had some sort of processing deal with Vietnam Rare Earth JSC some time ago, and on their website they say they produce "rare earth metals".
