It talked tough before so now it cannot just change course and get some products on the market asap and set up a network of doctors or users using imported oil and gel capsules ... It is afraid of losing face. Merchant is pushing it to come up with products and get things rolling. They know that there is no point having the unproven hard capsules without waiting buyers. The danger is by the time they have finished the trial, lots of others are already selling cannabis oil in micro-encapsulated and stuffed into hard capsules. It's just another step that other companies are not doing (probably for some good reason such as the cost of doing this vs the near zero benefit). It's been well-known that once the oil hits acid in the stomach, it is degraded quickly.
