It's supply vs demand. 2019 was catch up season with upgrades to the entire chain occurring, whilst a massive influx of supply also occurred through 2018 and most of 2019 = lower prices due to over supply and no major increases to overall battery capacity.
Demand is increasing late this year and all through next yea/beyond. Supply has been cut down majorly the last few months now(A40,PLS,Wodgina DSO,GXY and Greenbushes). The producer's know they're throwing away ore for nothing, so have cut back until oversupply has been used and prices go up.
Many of these supply chain upgrades are nearing completion, some of which are now complete, by mid 2020 thing's will be very different. Conversion capacity will massively increase along with EV car sales from Volkswagen and Tesla. Battery storage is also going to boom. Many major battery manufacturer's are doing upgrades right now that will increase supply requirements. This isn't very far away.
