It’s sampled at the lab at the plant not at the storage shed then also sampled by the customer on delivery
Delivery I will find out to be 100% but it’s generally how it works is it is delivered wet and the sample certificate will show the moisture content. They get this by drying in ovens at the lab ( not your conventional or fan forced oven !)
they get paid buy the lab cert which is signed off by the operator of the lab .
so They load 50,000 ton on the ship as wet , get paid for in dry .
