Both sides of this debate make some good points in my view. For this reason I am keeping an open mind.
The crux of it is this - we need find somebody who wants the risk. If we genuinely can find somebody and we are actually able to offload some risks then I will be in support. Last time I think the contract mining had so many escape clauses that the risk was not properly laid off. Of course the contractor was not going to agree to it without those clauses.
I am pessimistic that the right deal can be found but if so then that's great.
So in this debate both approaches have been tried and failed.
Not matter which direction we go - lets hope we have learned something from the past.
