1) don't know 2) too long- actually we haven't started yet I believe.
Long term answer
1) $1b +/- $200m depending on size to be built, ie 20,000bd or 40,000bd
2) 18 months to 2 years, depending on where it is built. as you can imagine in China and India the labourers are plentiful and cheap, plus they work under, ahem, differing work conditions, and those environmental issues like EIS's aren't so difficult to run past these local governments.
