As noted in previously released information to shareholders, the scaling back in operations is primarily due to the fact that current leach heaps are nearly exhausted. Further mining is required to keep operations ongoing and applications for further mining haven't been allowed as yet. The ongoing legal issues are a convenient excuse to scale down.
