Since management failed to announce it in October 2019 because it is beyond their control, we should expect unexpected time.
"Unexpected time" means that nobody knows when it will be announced including management of NVA.

This is the reason why retail holders keep selling the shares and pressed down the share price and some punters capitalise this momentum to buy at a lower price.
