In a realistic world we might get approval for the 10ktpa half way through the 2ktpa build and due to the modularity of the design they could shave a lot of preparation and planning time off if the cash arrives from the financiers. If you get enough of the right people thrown at a project you could have it done far quicker than 5 years.
