The sub holders can still buy and sell without issuing notice so long as their holding doesn’t move 1%. Looking at the register - the sub holders (>5%) hold 42% of the register and top 14 hold 70% of the register (633m shares). That leaves just 274m sitting with smaller players..
Nearly 80m shares traded in the past week.. I daresay whoever is controlling the SP has traded a few back and forth..
