Just NSW that I know of, I don't really follow the other markets closely.
I have no doubt that they are competitive on pricing in NSW ( cement price is really all that matters, everything else you can make do ). Whether its the sales team or trying for too high of a margin or extremely bad customer service in some ways I'm not sure, but they just don't win these big infra projects and that's where the real money is.
Resi slab margin is pretty bad because it's so competitive, they do make some margin in this through cement sales to the few independents but I doubt it moves the needle.
