good article on rare earths, but don't agree that it dampens sentiment. Rare Earths have become in enormous demand in the US after their fear of China closing shop. The fact that China is increasing production may reduce present prices, it's hardly a dampener on the overall need for RE.
The US officials, as stated in the article, are having discussions wherever required to improve their situation, hence their direct contact with PEK.
Tanzania's $624 million foreign aid from the US may have some influence on the outstanding mining licence, but that;s just conjecture from me. Regardless, I believe the licence is not much more than a formality now.
Anyway, the industry is beginning a new growth stage. PEK is sitting pretty. When the US market wakes up to this tomorrow morning their time, the market here will also wake up.
