Goldfan I agree with your analysis. Cambodia is HUNGRY for tax revenue, and I highly doubt that they'd do anything stupid to jeopardise that by getting greedy. News like that travels fast, and people tend to stay away from bad smells.
That being said, who knows which direction the clever ones at EMR will take once they have access to post-mine-completion access to the $100 mill venture capital. They may choose to diversify to other lands. Build a mine, then a mining company. With that burden of future choice, the possibilities are intriguing.
