Per my previous comments, you know whisperings of this CR got out before and drove the price down. I can imagine the conversations with Hartleys et al:

"But we thought we could price it around 75 cents or something?"
"Ah, yes, but that was before the stock dropped" (as we and our pals sold out of our holdings)

....days progress

"...the stock is still dropping?"
"Yes, we are going to have to lower that placement price further, there's just not that much interest at 65 cents amongst institutions we've canvassed - confidentially of course"

You want to stay the course with these stocks when they rally up, but a capital raising is always the risk even when they are successful. Didn't expect this one given their finances. Sets it up for the future however. Just wish I'd sold out and bought back in at $0.56 as many no doubt have.

Hence the requirement to keep powder dry relating to these style of stocks..
