Gotta call you out on that comment sorry. The share price had already collapsed 90% before the 249D. The CLA share price is suppressed because the company business strategy has FAILED and the company currently has NO PLANS to make any money. The company only has plans to spend more money, on management, admin and a project that has already been deemed not to be viable at the current cobalt price.
