Sounds good in theory. BUT, and it's a big BUT, battery storage is a long way away from being economic. Going solar will save you money. Adding a battery will negate that saving and may even cost you more in the long run.
Requiring those with solar to install a battery will mean that it would be cheaper for them to forget solar. It may be smarter to refuse further connections to the grid until such time as storage batteries become economically feasible. And when that happens, they won't require a grid connection because they'll be storing their own power.
