The only thing I can think is that Mr 1m knows there is zero chance of selling without an announcement. As he doesn't know when an ann will be made he puts in a sell order every day before opening. Zero ann so he pulls the order. Should there be an ann he will almost certainly be taken out at the price he wants. This way he doesn't spook the market with a stopper continually sitting in the sell column.
