You are 100% correct.
12 days ago, seems, a very long time.
I reckon, they have had some one, come in, to possible do a Joint Venture.
It is like when you go into business, for the very first time, with a partner.
While you might have the money up front, your business partner may not.
Some thing is definitely, up. Time will tell.
