the emphasis in that report, is the finance and also the size of production (s1), both of which the bod is working on. Double whammy when the refi and s2 ann finally happen. But Fitch, seems to me, did not account for those two status to change near-term.
A bloodbath on ASX today so little or no change in sp is good news.
