Thanks I thought the best thing to do is to speak with him and tell him to tone things down which has but even after receiving two council letters he kept it up for a while so I told him to put a muffler on the car and don't rev it for an hour and I wouldn't have to do anything further . He has toned down his activities since then which is good but he had to forced to do so .
