    I take it that they can bill US$20m as soon as finance is okayed, because, as @morganp says "This would be planning, drafting etc" already completed. Some of this would have been covered when quoting, and maybe was extended while fresh in everybody's mind. I do not believe they have placed hardware orders, but may have some ready to go.
