The comment that the agreement with CNOOC has expired. Well that does not mean that they can't still have an agreement to a deal does it? Anyone can deal and more likely a Chinese Oil Co as they seem to have plenty of money.
CNOOC would be good as they probably quite a few rigs hanging around and possibly a spare tanker as well.
