Isn't that what is decided at the end of a trial, noting, crime isn't the only criteria for impeachment.

Wouldn't the trial also consider if Trump had a defence for the obstruction he committed, and then rule accordingly.

Trump has clearly done the wrong thing, and he should be held accountable for his own actions.
