Not quite, they are hearing a challenge from Trump about releasing specific documents.
Which is totally different to ordering others to ignoring subpoenas.
Trump pressured a foreign country for a personal favor that would benefit him politically, Trump also withheld aid against US interests, and he clearly obstructed the investigation.
Trump has done the wrong thing, and should be impeached.
At the end of the trial, they can vote on whether to convict or not.
