Leasing them out to keep it simple is the problem though as government regulations tie this industry up tightly. Mind you the financial arrangements aren't too bad considering. If there was deregulation I feel that the industry would be heavily exploited and although standards would improve the cost might be prohibitive (then again thats not such a problem for the BBs is it?)
