I think the issue with these sorts of announcements is that they can often be the tip of the iceberg. If there's no impact, then why announce it? The more likely scenario is that they're worried about this turning into a major dispute with the Chinese, debt-fuelled client over who's responsibility it is for the plant not producing.

Also, solar farm projects are massively on the nose at the moment following the demise of RCR Tomlinson.
