Semantic point only, but factoring in a typical brokerage, a holder with 100,000 shares or less is getting the same or better deal at 0.05 than at 0.049. Thereafter as you say they would be acquiring more shares for their money.
Otherwise as you've also said and has been discussed before, it comes down to the decision of whether the investor feels the funds are better placed for their long term investment by contributing to the CR or not. Personally, I took up the rights issue as I'm prepared to put my money where my mouth is.
