I agree about the article not providing the full story, but that's inevitable with any topic in the media you know more about. There's an old story I read about how when you know some details in an article so much of it is wrong, absurdly so, how could anyone even believe it? Of course 100% of all the other articles are true.

As for the HGST agreement I imagine it is more about advice, like a mentor/mentee relationship. 4DS's engineers can go ask WD's engineers about an issue and see what their thoughts are. That extends to market advice - imagine knowing exactly what a major supplier actually wants, not just an idea from 2007 when 4DS was founded. So no doubt they do know about the 4DS progress and status. That's because I can't imagine engineers providing consulting advice that don't know the whole story - or at least enough to make well informed advice.

I think the real story is that 4DS just isn't that visible from a media and tech perspective. The market cap isn't huge, it's an obscure spec stock that hasn't produced much while being under development for a lot of time, the company announcements are reserved - all in all it would be easy to miss one. After all how many articles miss Adesto, or Weebit? They aren't in bed with WD so that may be a bit misleading to say about an article about WD but the point is the memory development space is huge.
