My point is FLC is servicing SOEs as their main customers. And SOEs take their directives from central government. Granted, private companies have more leeway to work with whoever they want, or need to. But in this municipal sector where SOEs make the decisions, Oxymem’s task of penetrating public sector works is made all the harder by this trade war and by the fact they are now seen as American owned.
