They are not dragging out signing the MOU.
Things have changed from having to pay and build,rail-roads-port-power grids Etc.

With so much interest from others to build every thing,this will make a difference to the MOU aggrement terms,so I imagine it will be signed after it is sorted out as to who is paying for what.Then terms for using the infrastructure can be agreed on and contracts signed.

Launching the restricted International invitation to tender.
5/9/08.
Submission of bids 7/10/08.
Publication of shortlisted bids 29/10/08.
Pre quqlification interview 20/11/08.
Submission of final bids adjusted 4/12/08.
Awarding contracts 22/12/08.
Signing contracts 30/1/09.

Cameroon Government are as keen as Sundance to get it started.
