They are not dragging out signing the MOU. Things have changed from having to pay and build,rail-roads-port-power grids Etc.
With so much interest from others to build every thing,this will make a difference to the MOU aggrement terms,so I imagine it will be signed after it is sorted out as to who is paying for what.Then terms for using the infrastructure can be agreed on and contracts signed.
