the issue here is a lack of commitment. “Atlas has agreed to a Strategic Share Placement Facility that could provide up to AUD 20 million of funding in the next 12-36 months, part of which can be facilitated out of existing capacity under ASX Listing Rule 7.1.” Look at the wording - “could”.

look at the conditions - atlas may terminate in event of material adverse effect or event of default, which technically atlas can cause anytime they wish.
