Your right, a hundred MOU's does mean jack to the market and investors, all they really say is that you've had a meeting about your product with a interested buyer.
But I believe once you have take or pay BOA's agreed to its a different story.
At this time of ridiculously low interest rates, I'm sure there are investors out there trying to find places to park their money and get a better return. Which is why BOA's create much more certainty and reduce risk to said investors.
As for the share trading policy, I think/hope that it's a good sign that management are actually thinking about what they can buy or convert and never really thought about the process yet as they were to busy getting everything else going. Otherwise whats the point of going this long without one and then creating one if there is no intention of buying, unless its trying to build up false hope / fake news (Which I haven't seen any such tactics from management.... Yet)
All just my opinion by the way
