We may be facing oil deficits - oil cant be ramped up at will, but the Arabs can turn the taps off.
And they may need to - as costs would be rising for them. -they need to find water (in the desert) and pump it down into their ageing fields to get them to flow at the higher rates to keep up with the rising global demand.
It's probably getting harder and harder and more costly each year.
