As of downside to committing early and not getting an entitlement - the downside is loss of use of the capital in the interim. This may be lost interest or an opportunity cost of not having those funds available to take advantage of another opportunity. Simples.
My post was purely to share my workings of how I came about the decision to fully participate in the SPP, my belief is that the risk of the SPP being HEAVILY scaled back is low.
