Not 100% sure. If an agreement was reached that usually involves some give and take from both parties involved.

It appears INR have ceased exploration due to terminated permits by BLM. They have also agreed to restore some of the current exploration zone. They have also agreed that should they seek mining permit that they will prove a copy to the CoB for review at the same time as when they give it to BLM.
We dont really need the permits anyway as we already know what components we want to mine. It just stops any further “tweeking” of better graded areas as such IMO.
Mining permit to follow in due course? They did state that it was a “stops immediate danger, but the plant is still threatened by mine proposal”
