IMO, 2% CBD is not commercial while processors can access much higher grades.
The economics of processing is based on cost per input Lb of biomass ( not per lb of oil output) because this determines
time to process, labour, energy & materials used such as ethanol, filtering agents etc.
I'm sure, like gold mining, there's a cut off lower limit in grade.
